Yes. Maybe not peak power (if static cam timing is optimized for that), but they certainly make for a wider power band. Same philosophy for a power valve on a 2 stroke. You can choose an exhaust port height/size for top end, or a port height/shape for bottom end. A power valve allows you to have both.
